*Notice of changes to the agenda contact Banner County Clerk.  Additions may not be made to this agenda less than twenty-four hours before the beginning of the meeting, unless added as an “emergency” item.  Banner County Board of Commissioners reserves the right to add an “emergency” agenda item, pursuant to Section 84-1410 of the Revised Statutes of Nebraska.

Banner County Board of Commissioner Proceedings

                The Banner County Board of Commissioners met in regular session, Tuesday, March 4, 2025, at 8:45 A.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer.  A copy of the proof of publication is on file in the office of the County Clerk.  Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.

                The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk.  A copy of the agenda was sent to the Commissioners on Thursday, February 27, 2025. 

                Chairperson Darnall called the meeting to order at 8:45 A.M. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom.  County Clerk Katie West took roll call showing: Don Lease, absent; Robin Darnall, present; Laif Anderson, present. 

                Anderson led prayer.

                The Pledge of Allegiance was said. 

                The agenda was examined.  Anderson moved to approve the agenda.  Darnall seconded the motion. Roll call vote: Lease, absent; Darnall, yes; Anderson, yes. Motion carried. 

                 The minutes of February 18, 2025, meeting were examined.  Darnall moved to approve the minutes of the February 18, 2025, meeting. Anderson seconded the motion. Roll call vote: Lease, absent; Darnall, yes; Anderson, yes.  Motion carried. 

Correspondence:

  • Notice of Data Breach – North Platte NRD – The Board reviewed the information. Kathy Natale stated that she had called Bytes to inform them on the data breach.
  • Private Property Rights – Beth Salmans – The Board Reviewed the information.
  • 2024 Annual Report – Panhandle Public Health District – All Board members received the same report in the mail.
  • Applied Connective Managed IT Services – Kathy Natale – Discussed in items of business.

  • Highway/Weed Department – Jay Dove gave a report.  Discussion was had. Tim Grubbs gave a report.
  • Sheriff – Sheriff Zane Hopkins was not present.
  • County Attorney – Attorney Mark Kovarik gave a report.
  • Treasurer – Treasurer Kathy Natale gave a report. Discussion was had.
  • Clerk – Clerk Katie West gave a report. Discussion was had.
  • Assessor – Assessor Kacy Krakow gave a report.  Discussion was had.
  • Surveyor – Carl Gilbert not present.
  • Commissioners –

Items of Business Before the Board:

  • Stop/Yield Sign Survey – Jay Dove - Discussion was had. Tabled until March 18, 2025, meeting.
  • Road Superintendent Position – Commissioners - Discussion was had. Darnall moved to have Chelsea Mossberg advertise for the Banner County Road Superintendent full time with benefits in the Western Nebraska Observer from March 13, 2025, to April 3, 2025, and run a separate ad for the Banner County Road Superintendent part time position with salaried hourly wages of $25.00 to $29.00 per hour based on experience for 20-34 hours per week in the Western Nebraska Observer from March 13, 2025 to April 3, 2025. Anderson seconded the motion.  Roll call vote: Lease, absent; Darnall, yes; Anderson, yes. Motion carried.
  • Small Item Surplus – Commissioners – Discussion was had. Darnall moved to accept the highest bids on item number 1, 2, 3, 4, 5, 7, 10, 20, and 100, and declare the small item surplus as obsolete on item number 6, 8, 9, 11, 12, 13, 14, 21, and 22.  Anderson seconded the motion.  Roll call vote: Lease, absent; Darnall, yes; Anderson, yes.  Motion carried.
  • Live Streaming Commissioner Meetings – Robin Darnall – Discussion was had. Anderson moved to approve the Livestream Policy, not to purchase equipment until we see if it works, livestream to commence as soon as possible, March 18. Darnall seconded the motion.  Roll call vote: Lease, absent; Darnall, yes; Anderson, yes. Motion carried.
  • Applied Connective – Managed IT Services – Kathy Natale – Discussion was had. Natale will contact a representative from Applied Connective to come and speak at a commissioner’s meeting.
  •  Resolution 25-09 Authority to Transfer Funds – Kathy Natale – Darnall moved to accept Resolution 25-09, Authority to Transfer Funds.  Darnall read the resolution.  Anderson seconded the motion.  Roll call vote: Lease, absent; Darnall, yes; Anderson, yes. Motion carried.  See attached.

An agenda for the matters to be considered at such date and time is kept continually and is available for public inspection during the normal business hours at Banner County in the courthouse in Harrisburg, Nebraska.
