Next regular Banner County Board of Commissioner Meeting
Tuesday, February 4, 2025 - 8:45 a.m.
For notice of changes to agenda contact Banner County Clerk. Additions may not be made to this agenda less than twenty - four hourrs before the beginning of the meeting, unless added as an "emergency" item. Banner County Board of Commissioners reserves the right to add an "emergency" agenda item, pursuant to Section 84-1410 of the Revised Statutes of Nebraska.
This agenda shall be kept continually current; a copy is available for public inspection at the Banner County Clerk's office during regular business hours.
Chairperson of the Board may call agenda items out of order as the items are approximate and may vary; however, public hearings as noted will be called at the times noted by the agenda item. Banner County Board of Commissioners may discuss, consider, and take all necessary action on the agenda items listed. Banner County Board of Commissioners reserves the right to convene in Executive Session pursuant to Section 84-1410 of the Revised Statutes of Nebraska.

Banner County Board of Commissioner Proceedings
The Banner County Board of Commissioners met in regular session, Tuesday, January 21, 2025, at 8:45 A.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer. A copy of the proof of publication is on file in the office of the County Clerk. Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.
The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk. A copy of the agenda was sent to the Commissioners on Friday, January 17, 2025.
Chairperson Darnall called the meeting to order at 8:45 A.M. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom. Clerk Katie West took roll call showing all members present.
Lease led prayer.
The Pledge of Allegiance was said.
The agenda was examined. Anderson moved to approve the agenda. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
The minutes of January 9, 2025, and January 14, 2025, meetings were examined. Lease moved to approve the minutes of the January 9, 2025, and January 14, 2025, meetings. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
Correspondence:
- USDA Rural Development – The Board reviewed the information. No discussion was had.
Public Comments:
- Sheriff Zane Hopkins, Harrisburg, Nebraska gave information to the Board about a prevention symposium on mental health and emerging behavioral trends. Hopkins highly recommended the symposium, gave the date, and asked for everyone to spread the word.
Commissioner Reports:
- Robin Darnall – Budget – Discussion was had.
- Laif Anderson – Road Department – Discussion was had.
- Don Lease – Buildings and Grounds – Situla Solar Project – Discussion was had.
Review/Change/Approve:
- Courthouse Maintenance Compensation Rate – Jim Milner – Discussion was had. No action was taken.
- Board Retreat – Discussion was had. April 2, 2025, at 9:00 A.M. and location is to be determined.
- Employee and Officials Health Insurance – Discussion was had.
- Road Department Compensation Rates – Discussion was had. No action was taken.
- Weed Department Compensation Rates – Discussion was had and nothing has been changed.
- Commissioner Compensation Rates 2025 – Discussion was had. The Board requested this be put on December’s agenda.
- Request Fuel Bids – Discussion was had. Anderson said he would do some more research and get an update soon.
- Janitorial Compensation and Personnel – Discussion was had. No action was taken.
- Groundskeeper Compensation and Personnel – Discussion was had. The Board would like to advertise the position in March.
Items of Business before the Board:
- Audit Results – Kevin Sylvester – No action taken
- Surveyor Funds – Carl Gilbert – Discussion was had. The Board would like Gilbert and Natale to decide on where the access funds should be placed.
- Purchase of Weed Department Pickup – Commissioners – Discussion was had. Darnall moved to transfer $29,000.00 from Inheritance tax to the Weed department fund, then move $44,000.00 from the Weed department fund to the Sheriff’s special project fund for the purchase of said pickup. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Stegal Road Striping – Discussion was had.
- County Highway Superintendent – Commissioners – Discussion was had. The Board would like Darnall to continue speaking with Kimball County.
- Radon Month – Commissioners – Lease read the proclamation. Lease moved to adopt the proclamation for Radon Action Month. Anderson seconded the motion. Roll call month: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Snow removal applications – Commissioners – Discussion was had. Anderson moved to deny Ayden Adams snow removal application authorizing the Chairperson to sign. Lease seconded the motion. Discussion was had. Anderson moved to amend the original motion to include approving Judi Lyles snow removal application authorizing the Chairperson to sign. Lease seconded the motion. Discussion was had. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Void check # 02412083 – Katie West – Lease moved to void claim number 02412083 to Cleary Building Corp. in the amount of $4,883.00. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Camera quote – Don Lease – Discussion was had. Anderson moved to accept Gardner Technologies’ quote for two cameras, purchased and installed, for $1,117.76. Lease seconded the motion. Discussion was had. Anderson amended the motion the motion to include authorizing the Chairperson to sign. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.

An agenda of the matters to be considered at such date and time is kept continually and is available for public inspection during the normal business hours at Banner County in the courthouse in Harrisburg, Nebraska.
