Tuesday, November 19, 2024 - 4:45 p.m.
* Notice of changes in the agenda by County Clerk. Additions may not be made to this agenda less than twenty - four hours before the beginning of the meeting unless added as an emergency item.
* The agenda shall be kept continually current and available for public inspection at the Banner County Clerk's office during regular business hours.

Banner County Board of Commissioner Proceedings
The Banner County Board of Commissioners met is special session, Tuesday, November 12, 2024, at 8:45 P.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer. A copy of the proof of publication is on file in the office of the County Clerk. Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.
The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk. A copy of the agenda was sent to the Commissioners on Friday, November 8, 2024.
Chairperson Darnall called the meeting to order at 8:45 A.M. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom. Clerk Katie West took roll call showing all members present.
Lease led prayer.
The Pledge of Allegiance was said.
The agenda was examined. Anderson moved to approve the agenda, moving Region 22 Emergency Management to after public comment. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
The minutes of the October 15, 2024, meeting was examined. Lease moved to adopt the minutes of the October 15, 2024, meeting. Motion failed due to lack of a second. Anderson moved to table the minutes of the October 15, 2024, meeting. Darnall seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
Correspondence:
- NRD – Automatic Payment Authorization – Anderson stated that he feels it would be better leave as a paper check versus an automatic payment because it is easier to track.
Public Comment:
There were no public comments.
Items of Business Before the Board:
- Region 22 Emergency Management – Rob Crowder – Rob Crowder presented the Board with the FYY 2025 Federal Disaster County Threshold Report. Crowder also let the Board know that there is a Winter Weather Spotter Training that is free and open to all. Virtual Training is November 18, 2024, at 6:30 P.M. and In-person training is November 25, 2024, at 6:00 P.M.

- Sheriff – Sheriff Zane Hopkins gave report. Discussion was had.
- County Attorney – Attorney Mark Kovarik gave report. Discussion was had.
- Treasurer – Treasurer Kathy Natale gave report. Discussion was had.
- Clerk – Clerk Katie West gave report. Discussion was had.
- Assessor – Assessor Kacy Krakow gave report. Discussion was had.

Items of Business Before the Board:
- Stop Sign Placement (Missouri & College) –Gilbert said he would formally request a temporary stop sign at Missouri and College. Discussion was had. Anderson moved to put a temporary stop sign on the east and west sides of Missouri and College. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Flood Insurance Program – Discussion was had. The Board would like to get some more information about this program before they sign up for the flood insurance program.
- Region 22 Emergency Management – Rob Crowder – Spoke before reports.
- Snow Removal Applications – Lease moves to approve Monty Sandberg, Kim Dykman, Scott and Frankie Delcamp, and Casey and Debbie Jones for snow removal authorizing the Chairperson to sign. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Surplus Auction –Discussion was had. Lease moved to accept the Big Iron contract for December authorizing the Vice Chairperson to sign. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Year End Highway Superintendent Certification – Anderson moved to accept the Year End Highway Superintendent Certification authorizing the Chairperson to sign. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- USDA Statement – Discussion was had. Anderson moved to pay the USDA statement out of general (0100) miscellaneous (970) from fund miscellaneous (2-9900). Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- CPR Class – Discussion was had. The Board decided to do CPR training on December 3, 2024, after the regular meeting at 1:00 P.M. This training is not optional and required for any official or employee who does not have a current CPR certification.
