Banner County Board of Commissioner Proceedings

                The Banner County Board of Commissioners met in regular session, Tuesday, October 15, 2024, at 4:45 P.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer. A copy of the proof of publication is on file in the office of the County Clerk.  Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse. 

                The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk.  A copy of the agenda was sent to the Commissioners on Friday, October 11, 2024.

                Chairperson Darnall called the meeting to order at 4:46 P.M. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom.  Clerk Katie West took roll call showing all members present.

                Lease led prayer.

                The Pledge of Allegiance was said.

                The minutes of the September 16, 2024, Joint Public Hearing meeting, October 7, 2024, Property Tax meeting, and October 7, 2024, Budget meeting were examined. Lease moved to adopt the minutes of the September 16, 2024, Joint Public Hearing meeting.  Anderson seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. Anderson moved to adopt the October 7, 2024, Property Tax meeting and the October 7, 2024, budget meeting. Darnall seconded the motion.  Roll call vote: Lease, abstain; Darnall, yes; Anderson, yes. Motion carried. 

                The agenda was examined.  Anderson moved to approve the agenda.  Lease seconded the motion.   Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 

Correspondence: 

  • National Flood Insurance Program – The Board reviewed the letter and would like to discuss the National Flood Insurance Program to be on the next agenda. 

Public Comment:

                There was no public comment.

Items of Business Before the Board:

  • Extension Board Application – Aaron Berger – Discussion was had.  Lease moved to approve Jessica Stauffer to serve on the Extension Board.  Anderson seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 
  • Bridge Inspections – Tom Neal – Discussion was had. Anderson moved to authorize Tom Neal to do bridge inspections at $250.00 per bridge.  Lease seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. 
  • Surplus auction – Commissioners – Discussion was had. The Board tabled the surplus auction until November 12, 2024.
  • Road Department Wages – Commissioners – Discussion was had. Anderson moved to approve the corrected pay scale for October hours to be paid in November and there forward for the road department. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. See attached. 
  • Road Department Discussion – Commissioners – Discussion was had. 
  • Update Handbook – Anderson moved to incorporate the current pay scale into the employee handbook.  Lease seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 
  • Snow Removal Applications –Discussion was had. Lease moved to approve the snow removal applications for Calab Keller, Jerry and Katie West, and the Harrisburg Community Church for the 2024 – 2025 year. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. 
  • Wiznerd Hosting Agreement – Discussion was had. Lease moved to approve the Wiznerd Hosting Agreement at $55.00 per month authorizing the Chairperson to sign.  Anderson seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. 
  • Budget Authority – Robin Darnall – Discussion was had.
  • Sprinkler System (Jim Milner) – Commissioners – Discussion was had.

        The next regular meeting will be held November 12, 2024, at 8:45 A.M. or at the call of the clerk.  An agenda of the matters to be considered at such date and time is kept continually and is available for public inspection during the normal business hours at Banner County in the courthouse in Harrisburg, Nebraska.
