Public Comments:  The Banner County Board of Equalization will receive public comments on items discussed at this meeting, or suggestions for items of discussion at a future Banner County Board of Equalization meeting.  The Board will not act and/or respond to comments presented on this date.  You will have three minutes after stating your name and address for the public record.
  7. Adjournment
  • Notice of changes in the agenda by County Clerk.  Additions may not be made to this agenda less than 24 hours before the beginning of the meeting unless added as an emergency item.
  • The agenda shall be kept current and is available for public inspection at the Banner County Clerk's office during regular business hours.

Banner County Board of Equalization Proceedings

The Banner County Board of Equalization met in regular session, in the courtroom of the Banner County Courthouse on August 6, 2024. This is with accordance with the adjournment of the July 23, 2024, meeting and published in the Western Nebraska Observer, posting notices in Harrisburg, Nebraska at the Post Office, Banner County School, Clerk’s Office, and the front window of the Banner County Courthouse. Proof of publication is on file of the County Clerk and made part of the proceedings by reference.

The agenda for the meeting is kept current and is available during the regular business hours at the office of the County Clerk. A copy was emailed to each Board member on August 5, 2024.

Chairperson Darnall called the meeting to order at 8:35 A.M. on August 6, 2024. Katie West, County Clerk, did roll call.  Roll call: Don Lease II, present; Robin Darnall, present; and Laif Anderson, present. Chairperson Darnall stated the Nebraska Open Meeting Act is posted by the back door of the courtroom.

The agenda was examined. Lease moved to accept the agenda. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. The minutes of the July 17, 2024, protest hearing were examined.  Lease moved to adopt the July 17, 2024, protest hearing minutes with corrections. Anderson seconded the motion. Roll call vote: Lease, no; Darnall, yes; Anderson, yes.  Motion carried.  The minutes of the July 23, 2024, meeting were examined.  Lease moved to adopt the minutes from July 23, 2024.  Anderson seconded the motion.  Roll call vote:  Lease, yes; Darnall, yes; Anderson, yes.  Motion carried.   

Items of Business before the Board: 

  • Cemetery Report – Assessor Kacy Krakow presented to the Board the Banner County Cemetery Report to follow the statute 77-202.10.  Krakow said she had found another cemetery in the county. 
  • Certification of Levies – Clerk Katie West gave the Board the levies for the political subdivisions.  The Board reviewed levy authorities from Pleasant Hill Cemetery, Kirk Cemetery, Banner Rural Fire District, and Banner County Historical Society. Darnall read Resolution 24-10. Lease moved to approve Resolution 24-10: Final Allocation of levy authority to all political subdivisions subject to county levy authority. Anderson seconded the motion. Roll call vote:  Lease, yes; Darnall, yes; Anderson, yes. Motion carried. See attached for Resolution.

Public Comment: None

Darnall moved to adjourn the meeting. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. The meeting adjourned at 8:52 A.M. A full agenda of the matters to be considered at such date and time is kept continually current.  This is available for public inspection during normal business hours at the office of the Banner County Clerk in the courthouse in Harrisburg.
