Banner County Board of Equalization Proceedings

Banner County Board of Equalization met in regular session, in the Courtroom of Banner County Courthouse on September 15, 2026. This is in accordance with adjournment of September 1, 2026. Published in Western Nebraska Observer, posting notices in Harrisburg, Nebraska at Post Office, Banner County School, Clerk’s Office, and front window of Banner County Courthouse. Proof of publication is on file at the office of Banner County Clerk, and part of proceedings is made by reference.

Agenda for meeting is kept current and is available during regular business hours at the office of Banner County Clerk. A copy was emailed to each Board member on September 11, 2026.

Chairperson Darnall called meeting to order at 8:35 a.m. Banner County Clerk Lambert took roll call, showing all members present. 

Chairperson Darnall stated the Nebraska Open Meeting Act is posted by back door of the courtroom.

Motion by Anderson to approve consent agenda.  Second by Lease. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried.

Items of Business Before the Board:

  • Darnall Ranch, Inc. – Tax Equalization and Review Commission (T.E.R.C.): Motion by Lease to convene in executive session at 8:38 a.m. to discuss legal matters to include Laif Anderson, Don Lease II, Lane Darnall, and Lisa Brenner. Second by Anderon. Roll call vote: Lease, yes; Anderson yes; Darnall yes. Motion carried.

    Motion by Lease to come out of executive session at 8:49 a.m. with no decisions made. Second by Anderson. Roll call vote: Anderson yes; Lease yes; Darnall abstain. Motion carried.

    Motion by Lease to return to executive session at 8:50 a.m. to discuss legal matters to include Laif Anderson, Don Lease II, and Travis Rodak (Legal Counsel by cell phone). Second by Anderson. Roll call vote: Darnall yes, Anderson yes, Lease yes. Motion carried.

    Motion by Lease to come out of Executive session at 9:11 a.m. with no decisions made. Second by Anderson. Roll call vote: Anderson yes; Darnall abstain; Lease yes. Motion carried.

Public Comment: None

Chairperson Darnall adjourned at 9:12 a.m.
