*Notice of changes to agenda contact Banner County Clerk.  Additions may not be made to this agenda less than twenty - four hours before beginning of meeting unless added as an emergency item.  Banner County Board of Commissioners reserves the right to add an emergency agenda item pursuant to Section 84-1410 of Revised Statutes of Nebraska.

Banner County Board of Commissioners Proceedings

                Banner County Board of Commissioners met in special session Monday, August 31, 2026 – 9:00 a.m. in the courtroom of Banner County Courthouse. Notice of meeting was given by publication in Western Nebraska Observer.  A copy of proof of publication is on file in County Clerk's office. Notices were also posted in Harrisburg, Nebraska Post Office; Banner County Public School; office of County Clerk; and front window of Banner County courthouse.

            Meeting agenda is kept current and available during regular business hours in County Clerk's office.  A copy of agenda was sent to Commissioners on Friday, August 28, 2026. 

            Chairperson Darnall called meeting to order at 9:02 a.m. Chairperson took roll call showing all members present. Chairperson Darnall stated Nebraska Open Meetings Act is posted by back door of courtroom. 

            Lease led prayer.

            Pledge of Allegiance was said. 

            Motion by Anderson to approve agenda. Second by Lease. Lease mentioned addition of Resolutions was not added appropriately. Lease amended motion striking “Resolutions” from agenda. Second by Anderson. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 

            Motion by Anderson to approve minutes of August 18, 2026. Second by Lease. Roll call vote: Darnall, yes; Anderson, yes; Lease, yes. Motion carried.

 

Correspondence: None

 

Public Comment:

  • Bytes Computer was present and explained a quote for new server infrastructure. Will be added to September 15, 2026, agenda for discussion/approval.

Items of Business Before the Board:

  • Budget Workshop
    1. Caleb Johnson with J13 Enterprises reviewed LB644 (2% plus allowable growth), and LB34 (allowable growth plus inflation value).  Expenditures and revenues were discussed. 

Chairperson Darnall adjourned meeting at 3:21 p.m.

Next regular meeting will be held on September 1, 2026, at 8:45 a.m. Agenda for matters to be considered on such date and time is kept continually and is available for public inspection during normal business hours at Banner County Courthouse in Harrisburg, Nebraska.
