Banner County Board of Equalization Proceedings

The Banner County Board of Equalization met in regular session, in the courtroom of the Banner County Courthouse on August 18, 2026. This is in accordance with the adjournment of the August 4, 2026, meeting. Published in the Western Nebraska Observer, posting notices in Harrisburg, Nebraska at the Post Office, Banner County School, Clerk’s Office, and the front window of the Banner County Courthouse. Proof of publication is on file of the County Clerk and made part of the proceedings by reference.

The agenda for the meeting is kept current and is available during the regular business hours at the office of the County Clerk. A copy was emailed to each Board member on August 17, 2026.

Chairperson Darnall called the meeting to order at 8:32 A.M. on August 18, 2026. Katie West, County Clerk, did roll call.  Roll call: Don Lease II, present; Robin Darnall, present; and Laif Anderson, present. Chairperson Darnall stated the Nebraska Open Meeting Act is posted by the back door of the courtroom.

The consent agenda items were examined. Anderson moved to approve the consent agenda.  Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 

Items of Business before the Board: 

  • Discuss Appointment Replacement Council for T.E.R.C. – Don Lease – Lease stated that the Board would have to appoint council for the T.E.R.C. hearings.  Darnall abstained from all discussion and voting as it is a conflict of interest. Lease moved to go into executive session for appointment for legal matters with Don Lease and Laif Anderson. Anderson seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. Executive session opened at 8:36 A.M. Anderson moved to come out of executive session at 8:55 A.M. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, abstain; Anderson, yes. Motion carried. Lease moved to appoint Travis Rodak as Board of Equalization council for T.E.R.C. for Banner County on the appeal that has been made. Anderson seconded the motion. Discussion was had. Roll call vote: Lease, yes; Darnall, abstain; Anderson, yes. Motion carried. Discussion was had.

The meeting adjourned at 9:00 A.M.
