Notice of changes to agenda contact Banner County Clerk. Additions may not be made to this agenda less than twenty - four hours before beginning of meeting, unless added as "emergency item". Banner County Board of Commissioners reserves the right to add "emergency" agenda item(s), pursuant to Section 84-1410 of Revised Statutes of Nebraska.
This agenda shall be kept continually current; a copy is available for public inspection at Banner County Clerk's office during regular business hours.
Chairperson of Board may call agenda items out of order as the items and times are approximate and may vary; however, public hearings as noted will be called at times noted by agenda item. Banner County Board of Commissioners may discuss, consider, and take all necessary action on agenda items listed. Banner County Board of Commissioners reserves the right to convene in Executive Session pursuant to Section 84-1410 of the Revised Statutes of Nebraska.

Banner County Board of Commissioner Proceedings
The Banner County Board of Commissioners met in regular session, Tuesday, March 3, 2026, at 8:45 A.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer. A copy of the proof of publication is on file in the office of the County Clerk. Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.
The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk. A copy of the agenda was sent to the Commissioners on Monday, March 2, 2026.
Chairperson Darnall called the meeting to order at 8:45 A.M. County Clerk Katie West took roll call showing: Don Lease, present; Robin Darnall, present; Laif Anderson, present. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom.
Lease led prayer.
The Pledge of Allegiance was said.
The agenda was examined. Anderson moved to approve the agenda. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
The minutes of February 17, 2026, meeting were examined. Lease moved to approve February 17, 2026, minutes. Anderson seconded the motion. Discussion was had. Roll call vote: Lease, yes; Darnall, no; Anderson, no. Motion failed.
Correspondence:
- 2025 NIRMA Annual Report – Board reviewed the information.
- Sentinel Town Hall Meetings – The Board reviewed the information and informed the public dates of the meetings. The dates of the meetings are March 23, 2026, at 5:30 P.M. at the Sagebrush in Kimball, Nebraska; March 24, 2026, at 5:30 P.M. at the Peetz Community Center in Peetz, Colorado; March 25, 2026, at 5:30 P.M. at the LaGrange Community Center in LaGrange, Wyoming; and March 26, 2026, at 5:30 P.M. at the Joint Forces Readiness Center in Cheyenne, Wyoming.
- Livestock Friendly County Annual Report – The Board reviewed the information. Discussion was had.

Items of Business Before the Board:
- Discussion & Approval of Emergency Tab on G-Works – Kacy Krakow/Tim Grubbs – Krakow explained the quote and felt that the quote was too high. Grubbs agreed with Krakow. Discussion was had. No action taken.
- Veterans Memorial – Brad Van Pelt – Van Pelt gave the Board an update on the memorial. The Veterans Memorial needs more donations to finish the project. Donations can be sent to Banner Capital Bank. Discussion was had. Lease moved to approve the location on the East side of the courthouse. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Appoint Grievance Committee Member – Dan Chesley – Kacy Krakow – Discussion was had. Anderson moved to approve Dan Chesley as the lay member of the grievance committee. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Set Hearing Date and Time for Moratorium Resolution – Pending Planning Commission Decisions – Robin Darnall – Discussion was had. Lease moved to set a Moratorium Resolution hearing date for March 17, 2026, at 10:30 A.M. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Surplus Office Equipment – Roads and Courthouse – Katie West – Discussion was had. Anderson moved to surplus the items listed for roads and the courthouse to include three metal desks, one corner desk, one storage table, one Dell monitor, HP office jet pro 6978 printer, and one HP office jet pro 8610 printer. Lease seconded the motion. Discussion was had. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
