Next Regular Banner County Board of Commissioners Meeting Tuesday, August 5, 2025 - 8:45 a.m.
- Notice of changes to agenda contact Banner County Clerk. Additions may not be made to this agenda less than twenty-four hours before beginning of meeting, unless added as an “emergency” item. Banner County Board of Commissioners reserves the right to add an “emergency” agenda item, pursuant to Section 84-1410 of the Revised Statutes of Nebraska.
- This agenda shall be kept continually current; a copy is available for public inspection at Banner County Clerk’s office during regular business hours.
- Chairperson of Board may call agenda items out of order as items and times are approximate and may vary; however, public hearings as noted will be called at times noted by agenda item. Banner County Board of Commissioner Proceedings
The Banner County Board of Commissioners met in a regular session, Tuesday, July 15, 2025, at 8:45 A.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer. A copy of the proof of publication is on file in the office of the County Clerk. Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.
The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk. A copy of the agenda was sent to the Commissioners on Monday, July 14, 2025.
Chairperson Darnall called the meeting to order at 8:45 A.M. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom. County Clerk Katie West took roll call showing: Don Lease, present; Robin Darnall, present; Laif Anderson, absent.
Lease led prayer.
The Pledge of Allegiance was said.
The agenda was examined. Lease moved to approve the agenda. Darnall seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, absent. Motion carried.
The minutes of July 1, 2025, meeting were examined. Lease moved to approve the minutes of July 1, 2025, regular meeting with correction of the vote on courthouse alarm/security bids, Lease voted no. Darnall seconded the motion. Discussion was had. Roll call vote: Lease, yes; Darnall, no; Anderson, absent. Motion failed. Lease moved to approve July 1, 2025, budget workshop minutes. Darnall seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, absent. Motion carried.
Correspondence:
- North Platte Natural Resource District Letter – The Board reviewed the information.
- Administrative Order Number 20 – Central Mental Health Board – The Board reviewed the information.
Public Comment:

Reports:
- Highway Department – Eric McCoy – McCoy informed the Board they are continuing to fix roads from the storm and trying to replenish the employees.
- Treasurer – Kathy Natale – Natale gave the Board her report. West and Natale explained to the Board on how the two departments balance. Discussion was had.
- Clerk – Katie West – Nothing to report.
- Commissioners –
- Don Lease – Lease said there was nothing new on Buildings and Grounds. Lease attended a PPHD seminar on economic development.
- Robin Darnall – Region 22 Emergency Management meeting in July 26, 2025. Darnall stated there is a budget workshop after the regular meeting.
- Laif Anderson – Not present.
One – and Six Road Improvement Hearing (9:00 A.M.)
Lease moved to open the One and Six Road Improvement Hearing at 9:07 A.M. Darnall seconded the motion. Roll call vote: Lease, yes; Darnall, yes, Anderson, absent. Motion carried. McCoy gave the Board a copy of the One and Six Road Improvement Program. The Board reviewed the One and Six Road Improvement Program. Discussion was had. Darnall moved to close the One and Six Road Improvement Hearing. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, absent. Motion carried. The hearing closed at 9:18 A.M. Darnall moved to approve Resolution 25-13: One- and Six-Year Improvement Program. Darnall read Resolution 25-13: One- and Six-Year Improvement Program. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, absent. Motion carried. See attached.
Items of Business Before the Board:
- Colonial Life – Mike Broomfield/Nick Lease – Mike Broomfield proposed the term life insurance policy to the Board. The term life insurance policy is $2.00 per person per month for a $10,000.00 policy and then the employees can add up to $75,000.00. Discussion was had. No action taken.
- Correct HRA Accounts – Commissioners – The Board had some discussion. No action taken.
- Resolutions for New Accounts – Katie West – Discussion was had. Resolutions for new accounts will be discussed on August 5, 2025.
- Banner County Public School Foundation Calendar – Katie West – The Board reviewed the information. No action taken.
- Printing Service for the Joint Public Hearing Postcards – Katie West – Ashley Morris presented the information to the Board. Darnall moved to hire MIPS to do joint public hearing postcards. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, absent. Motion carried.
- Swap Cooler for Shop – Don Lease – Discussion was had. No action taken.
- Courthouse Building Roof Bids – Commissioners – The Board discussed different options and are still waiting on more quotes. No action taken.
