Tuesday, January 7, 2025 - 8:45 a.m.

  • Notice of changes in the agenda by County Clerk.  Additions may not be made to this agenda less than 24 hours before the beginning of the meeting unless added as an emergency item.
  • Agenda shall be kept continually current and is available for public inspection at the Banner County Clerk's office during regular business hours.
  • Chairperson of the Board may call agenda items out of order as the items and times are approximate and may vary, however, public hearings as noted will be called at the times noted by that agenda item.  Banner County Board of Commissioners may discuss, consider, and take all necessary action on the agenda items listed.  Banner County Board of Commissioners reserves the right to convene in Executive Session pursuant to Section 84-1410 of the Revised Statutes of Nebraska.

Banner County Board of Commissioner Proceedings

                The Banner County Board of Commissioners met in regular session, Tuesday, December 17, 2024, at 8:45 A.M. in the courtroom of the Banner County Courthouse.  Notice of the meeting was given by publication in the Western Nebraska Observer.  A copy of the proof of publication is on file in the office of the County Clerk.  Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.

                The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk.  A copy of the agenda was sent to the Commissioners on Thursday, December 11, 2024. 

                Chairperson Darnall called the meeting to order at 8:48 A.M. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom.  Clerk Katie West took roll call showing all members present. 

                Lease led prayer.

                The Pledge of Allegiance was said. 

                The agenda was examined.  Lease moved to approve the agenda.  Anderson seconded the motion. The Board moved Air Force and US Army Engineers, Big Iron Sale update, and Information update on mower and condition into Anderson’s Commissioner Report. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. 

                 The minutes of the December 3, 2024, meeting were examined.  Lease moved to approve the minutes of the December 3, 2024, meeting. Anderson seconded the motion. Roll call vote:  Lease, yes; Darnall, yes; Anderson, yes.  Motion carried.

Correspondence:

  • Candidate for NACO Secretary position – No discussion was had. 

Public Comment:

  • There was no public comment. 

Reports:

  • Commissioners –
  1. Don Lease, buildings and grounds, gave a report.

Items of Business Before the Board:

  • Seasonal Employee Application – Jay Dove – Discussion was had. Darnall moves to accept the application for temporary employment for Mark Mazza at $17.50 per hour effective immediately.  Anderson seconded the motion.  Discussion was had.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried.  
  • Small Item Surplus – Commissioners – Discussion was had. Tabled until February 4, 2024, meeting. 
  • Stop sign bid in Harrisburg - Commissioners – Discussion was had. Anderson moved to accept MC Shaft proposal for traffic study.  Lease seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. 
  • Speed limit signs in Harrisburg – Commissioners – Discussion was had during stop sign bid in Harrisburg. 
  • Security Cameras – Don Lease – Discussion was had.  No action taken. 
  • Westco Fuel Exempt Certificate – Discussion was had.  Anderson moved to sign the Westco Fuel Exempt Certificate authorizing the Chairperson to sign.  Lease seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried.  
  • Allocate ARPA Funds – Robin Darnall – Discussion was had. Lease moved to confirm the allocation of ARPA fund of $51,069.91 to civil defense for the purchase of radios for the county.  Anderson seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 
  • Century Link/Lumen Claim for cable – Discussion was had.  No action was taken. 
  • County Employee/Official Milage Pay – Robin Darnall – Discussion was had. 
  • Approval of Juvenile Based Services Memorandum of Understanding – Mark Kovarik – Discussion was had. Lease moved to authorize the Chairperson to sign the Memorandum of Understanding.  Anderson seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. 
  • Year End Weed Reports – Robin Darnall – Tim Grubbs presented reports to the Commissioners. Discussion was had. Anderson moved to accept the weed year end reports authorizing the Chairperson to sign. Lease seconded the motion.  Roll call vote:  Lease, yes; Darnall, yes; Anderson, yes.  Motion carried.

                Anderson would like West to put all road and weed department agenda items to the beginning of the agenda. Anderson moved to adjourn the meeting.  Lease seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried.  The meeting adjourned at 11:22 A.M.

                The next regular meeting will be held January 9, 2025, at 8:45 A.M. or at the call of the clerk.  An agenda of the matters to be considered at such date and time is kept continually and is available for public inspection during the normal business hours at Banner County in the courthouse in Harrisburg, Nebraska.
