Set Officials Salaries

WHEREAS, Section 23-114, RRS 1943 Reissue of 1991, requires that any officials’ salary shall be set by the County Board prior to January 15 of the year when an election shall be held for the respective office, and

WHEREAS, Article III, Section 19 of the Nebraska Constitution provides that the compensation of any elected official may not be increased or decreased during the term to which he or she is elected, except that the salaries for members of any board of commissioners or legislature may be adjusted for all members at the beginning of the term of any of its members, and 

NOW THEREFORE IT IS HEREBY RESOLVED that the Board of Commissioners for Banner County meeting in regular session hereby establish the salary schedule for officials elected for the 2027-2030 elective term shall be set forth herein, including such additional provisions as may be stated:

  1. The annual salary for the office of County Treasurer be established at $54,469.91 per year for the 2027 – 2030 term.
  2. The annual salary for the office of County Clerk/Clerk of District Court/Register of Deeds/Election Commissioner be established at $58,069.91 per year for the 2027 – 2030 term.
  3. The annual salary for the office of County Assessor be established at $54469.91 per year for the 2027 – 2030 term.
  4. The annual salary for the office of County Sheriff be established at $61,535.13 per year for 2027 – 2030 term. 
  5. The annual salary for the office of County Attorney be established at $19,643.52 per year for 2027 – 2030 term.
  6. The annual salary for the office of County Surveyor be established at $3,449.73 per year for 2027 – 2030 term.
  7. The annual salary for the office of County Commissioner be established at $12,580.52 per year for the 2027 – 2030 term for no less than two years.
  8. In addition to the provisions as set out in the preceding paragraphs, the county may provide all elected officials a group health insurance plan with the same provisions as provided to all employees, which is currently full family coverage.
  9. Banner County is a member of the County Employees Retirement System as required by Section 23-2301, subparagraph (8) as amended, and each elected official will participate in such plan with Banner County providing the required matching funds. Elected officials must join the plan immediately (first pay period) upon taking office.
  10. Commencing January 1, 2027 and each year through 2030, there will be an annual cost of living increase which shall be added to the previous year’s salary for all elected officials which shall be a minimum of 2.4% annual and allow for additional increases in accordance with the Consumer Price Index, Midwest region when said index exceeds 2.4% annual.
  11. The county reserves the right to enter any program for the benefit of employees of the county, such as insurance programs or deferred compensation programs as may be approved, with the right of elected officials to participate and receive the same benefits as other couth employees in such programs on the effective date of such programs. It is the intent of the County Board of Commissioners that participation in such programs shall not constitute an increase in the herein adopted salary but shall be and is part of such salary.
  12. All deputies shall receive a minimum of 65% of the official’s salary.
