Creating the STOP Program Fund
WHEREAS the County Board of Banner County is committed to responsible fiscal management and transparent accountability of public funds; and
WHEREAS, a need has been identified to account for specific revenue and expenditures related to a new program to address support traffic safety law enforcement programs such as, but not limited to purchasing vests, gloves, flashlights, video equipment, speed detection equipment, light bars, radios, in – car cameras, lap top computers, speed signs, digital cameras, law enforcement vehicle upgrades, computer equipment, communications equipment, stop sticks, officer training and education, etc. for the Banner County law enforcement personnel; and
WHEREAS, establishing a dedicated fund for this purpose will ensure clear financial oversight and allow for accurate tracking of revenue and expenditures.
NOW, THEREFORE, BE RESOLVED, by the County Board of Commissioners of Banner County, Nebraska as follows:
SECTION 1: Fund Created: The STOP Program Fund, designated as Fund Number 2356-652-00, is hereby created and established within the financial records of Banner County.
SECTION 2: Purpose: The purpose of the STOP Program Fund is to account for all revenues and expenditures related to addressing support traffic safety law enforcement programs such as, but not limited to purchasing vests, gloves, flashlights, video equipment, speed detection equipment, light bars, radios, in – car cameras, lap top computers, speed signs, digital cameras, law enforcement vehicle upgrades, computer equipment, communications equipment stop sticks, officer training and education, etc. for the Banner County Law enforcement personnel.
SECTION 3: Revenue Sources: The STOP Program Fund shall be funded by, but not limited to, the following revenue sources:

SECTION 4: Administration: The Banner County Attorney shall be responsible for the administration and oversight of the STOP Program Fund, including managing revenues, authorizing expenditures, and ensuring compliance with all applicable laws and regulations.
SECTION 5: Appropriation: Expenditures from the STOP Program Fund shall be subject to appropriation by the County Attorney as part of the annual budget process or through separate resolutions as needed.
SECTION 6: Effective Date: This Resolution shall take effect immediately upon its passage and adoption.
